DNR Licensing

Boats, ATVs, and snowmobiles

Register watercraft, off-road vehicles, and snowmobiles without a drive to the DNR office. We handle new registrations, renewals, transfers, and duplicate titles on site.

Boats

Minnesota requires registration for most watercraft, including powered boats, sailboats over 19 feet, and rental boats. Paddle-only canoes and kayaks under 10 feet are typically exempt. If you’re not sure whether your boat needs to be registered, stop in and we’ll check.

New boat registration

Whether you bought from a dealer or a private seller, first-time registration gets you your Minnesota numbers and a three-year registration decal.

What to bring

  • Signed title or certificate of origin from the dealer.
  • Bill of sale.
  • Hull Identification Number (HIN).
  • Photo ID.
  • Payment for registration fees.

Boat renewals

Registrations are good for three years. Renew any time within 90 days before expiration.

What to bring

  • Current registration card.
  • Payment (cash, check, or card).

Boat transfers

Buying or selling a boat privately? We handle the transfer so the title and registration move cleanly to the new owner.

What to bring

  • Signed title from the seller.
  • Bill of sale.
  • Hull Identification Number (HIN).
  • Photo ID for the buyer.
  • Payment for transfer fees.

ATVs and off-road vehicles

Class 1 ATVs (under 1,000 lbs), Class 2 ATVs (up to 2,000 lbs for hunting, trapping, or farming), off-highway motorcycles, and off-road vehicles all require DNR registration.

New registration or renewal

First-time registrations and three-year renewals are handled the same way. Bring dealer paperwork for new machines or your existing title and registration card for renewals.

  • Manufacturer's statement of origin, or your existing title.
  • Bill of sale.
  • Photo ID.
  • Payment for registration fees.

Transfers

Private-party sale? We move the title and registration to the new owner in one visit.

What to bring

  • Signed title from the seller.
  • Bill of sale.
  • Photo ID for the buyer.
  • Payment for transfer fees.

Snowmobiles

Every snowmobile used on Minnesota public land, public waters, or public road ditches must be registered. Registration runs on a three-year cycle.

New registration or renewal

New sleds get first-time registration from dealer paperwork. Three-year renewals use your current registration card.

What to bring

  • Title or manufacturer's statement of origin (dealer paperwork).
  • Bill of sale.
  • Photo ID.
  • Payment for registration fees.

Trail pass reminder

If you’ll be using Minnesota’s groomed trails, you also need a Minnesota Snowmobile Trail Sticker. Purchase separately through the DNR or a license agent.

Renewals + transfers

All three vehicle types follow the same general process: bring the current registration or signed title, photo ID, and payment. Renewals by mail are also accepted.

  • By mail

    Send your renewal notice and a check to Falls License Bureau, 1225 Third Street, International Falls, MN 56649.

  • In person

    Stop in during regular hours, Mon-Fri 8:30 AM - 4:30 PM.

Lost titles + duplicates

Lost your boat, ATV, or snowmobile title? We can issue a duplicate. Minnesota uses a single DNR duplicate title form that covers all three vehicle types.

What to bring

  • Photo ID.
  • The completed DNR duplicate title form (download below).
  • Payment for the duplicate title fee.

If there's a lien on the title, we may need release paperwork from the lender before a duplicate can issue.
